Internal Agenda Grass Roots Lobbying

The intent of this effort is to bring to the attention of the National Mediation Board (NMB) issues which the NMB may not have considered in making a decision as to whether or not the parties involved in national negotiations should be released from the mediation process. 

A release from mediation would ultimately result in the   President of the United States appointing a Presidential Emergency Board (PEB) to make recommendations to be used as a guideline for resolution of the issues being bargained. Appointment of a PEB by George W. Bush would not favor rail labor.

 The agenda in the Grass Roots Lobbying (GRL) effort is to make the NMB aware of the concerns of the active and retired members of the BLET and UTU.
